Bus rental in Chicago: O'Hare and Midway pickup rules

Chicago is one of the few metros where the airports publish exactly where a charter bus picks up, at both O'Hare and Midway. The operator check is less tidy: Illinois does not require a USDOT number from carriers that stay in the state. Both are below.
Where does a charter bus pick up at O'Hare and Midway?

Two things follow. At O'Hare, a group on different airlines may land at different terminals; pick one pickup terminal and walk the group to it rather than asking the bus to stop at several. And do not send anyone to the Multi Modal Facility, where scheduled regional buses stop, because the charter cannot meet them there. Keep the group together after baggage claim and have one coordinator call the driver only when everyone and every bag is ready.
Who licenses a bus operator in Illinois?
Illinois law defines a motor carrier as anyone carrying "property or passengers, or both, for hire" on the state's roads, and calls those carrying passengers "motor carriers of passengers" or "bus companies" (625 ILCS 5/18c-1104). The Illinois Commerce Commission's rules for them (92 Ill. Adm. Code Part 2100) provide for a Motor Carrier of Passengers License, though those rules are written mainly around scheduled bus lines. Ask the operator what Illinois authority it holds and for a certificate of insurance that names the vehicle.
Illinois is not on FMCSA's list of states that require a USDOT number from intrastate carriers, so a Chicago operator that never leaves Illinois may have none.
